JOB SUMMARY
The Distribution Design Layout Agent is Hydro Ottawa’s front line ambassador. Agents communicate in the field with residential and commercial secondary/ primary customers and/or their contractor(s), Architects and Engineers; they generate single phase and three phase secondary service entrance connection designs for new infill, upgrades, solar installations and calculate cost estimates. Agents scrutinize incoming design proposals to ensure internal and external technical standards are met. They verify proper installations, take measurements, create as-built drawings for overhead/underground secondary/primary services and update transformer/customer data. They also deal extensively in the field with Third Party pole attachment requests and Committee of Adjustment field reviews to ensure feasibility. They communicate extensively through verbal instruction and electronic correspondence. The Agents are obligated to manage their time to respond to a large volume of requests on a daily basis.
MAJOR RESPONSIBILITIES
The essential responsibilities of the job include but are not necessarily restricted to the following:
Design single/three phase primary/secondary service layouts for new services and service upgrades or add residential/commercial meters as per established requirements
Negotiate with customers, locations for meter bases and transfer devices that will meet Hydro Ottawa Conditions of Service
Communicate extensively with designers and engineers to inform and enforce Hydro Ottawa standards and specifications in relation to commercial and residential microfit installations
As a highly visible ambassador for the company, communicate with, and to the extent possible, respond to / re-direct or follow up on customer requests
Design minor primary/secondary overhead/underground extensions
Provide service entrance locations for existing subdivisions, infill, upgrade and load displacement projects
Works closely with System Designers, Supervisors, Coordinators and Field Technicians and other Trades staff as appropriate to ensure that their projects are planned and executed to meet the requirements and schedules of various customers
Communicate and coordinate with customers, contractors, developers, consultants, representatives from the City, other utilities and outside agencies
Inspect and measure electrical plant (e.g. Service locations, service trenches, transformers, poles, cables, etc.) and produce as-built drawings
Field verify and approve 3rd party pole attachments, proposed contacts, connections, and installation standards to ensure the feasibility of the proposed design and how it will impact existing plant, and create the required paperwork for any “make ready work” resulting from the request
Field verification for feasibility, approve or reject, flat rate connections (e.g. signs, bus shelters, phone booths, etc.)
Assess equipment problems and ensure distribution installation standards are met
Inspect field equipment and take corrective action as required
Perform general field measurements
Field check plant records (including primary circuits and distribution transformers)
Field check as required easements, utility circulations, severances and committee of adjustment reviews
Pull and install meters as required
Work within proximity to live electrical apparatus
Emergency OMS follow-up
Emergency duties as required (i.e. spotting, recording field issues)
Provide advice to customers of safety related items to Hydro Ottawa’s electrical system
Initiate HOL and ESA Hazard Condition Reports
Assist with load balancing on the Distribution System (adding infills & upgrades)
Assist with improvements/accuracy to HOL’s technical records
Educate, advise and demonstrate the many facets of the Distribution Design Layout Agent position for new Agents
Prepares applications for various types of approvals required by third parties to complete assignments
Other related duties as required
EDUCATION AND EXPERIENCE
Post secondary diploma in Electrical Engineering Technician or Technology, or in a related Engineering technical discipline
Minimum 7 years electrical utility operations field experience may substitute for stipulated academic requirements
Ability to obtain OACETT certification
Experience in reading geographic maps and schematic drawings
English essential, both oral and written
Bilingual (French and English) considered an asset
ADDITIONAL REQUIREMENTS
Valid Driver’s License - Class G
Successful completion of a Driver Competency Assessment
The terms and conditions of employment for this position are governed by the collective agreement between Hydro Ottawa Limited and IBEW Local 636.
